Circus Acts with Wild Animals Should be Banned

Nearly 30 countries ban big cats in the circus.

But the U.S. is not one of them. Although Ringling Brothers Circus closed down, the use of big cats in the circus is still an issue across the United States. Many smaller circuses continue to tour throughout the country exploiting tigers and lions for entertainment.

The Traveling Exotic Animal and Public Safety Protection Act (TEAPSPA) H.R.2863 / S.2121 offers a solution for these animals. Championed by our friends at Animal Defenders International (ADI), (the same group who worked to rescue our beloved Hoover from a Peruvian circus), TEAPSPA would end the use wild and exotic animals in the circus.

We know that the life of a circus animal is full of deprivation and abuse. Forcing big cats and other wild animals to perform in the circus causes the animal anxiety and stress that in some cases, has resulted in aggressive behavior. Ultimately, this presents a public safety risk and denies these cats the right to live without suffering. Local, state, and federal regulations intended to protect these animals are expensive, inadequate, and rarely enforced. Even if that weren't the case, no amount of regulation could prevent chronically stressed, abused, and dangerous big cats from lashing out or escaping; posing an unacceptable public safety risk.

It's time for the U.S. to join nearly 30 other countries around the globe in ending the use of wild and exotic animals in the circus.

I am contacting you to ask for your support of the Traveling Exotic Animal and Public Safety Protection Act (TEAPSPA) H.R.2863 / S.2121, a federal bill that would ban wild animal acts. The use of animals as circus performers is outdated, inhumane, and unsafe. Local, state and federal regulations intended to protect these animals are not only expensive but ultimately inadequate and rarely enforced. Oversight has not and cannot prevent chronically stressed, abused, and potentially dangerous wild animals from lashing out or escaping; keeping them so close to humans in temporary, collapsible facilities is an unacceptable safety risk. Circuses have proven to be a public safety hazard as members of the public have been killed by circus animals. Additionally, disease transmission and the escapes of lions, tigers, and elephants, has been an ongoing issue. Circuses with performing animals also send the wrong message, especially to children, by trivializing the exploitation of animals for entertainment. These acts teach people nothing about the animals’ real needs and the way they live, and they have no proven role to play in education or conservation. Americans are increasingly turning away from this inhumane entertainment but without prohibitive legislation, the suffering continues. As your constituent, I urge you to support H.R.2863 / S.2121, the Traveling Exotic Animal and Public Safety Protection Act (TEAPSPA), to ban traveling animal acts.
